Kryvyi Rih Cemetery Update: The winner of the 41 million UAH tender has been announced.

The Department of Infrastructure Development of Kryvyi Rih has announced an open tender for the maintenance of cemeteries. The newly established company "Chisto Group Service," which has ties to other firms that frequently win municipal tenders, may emerge as the auction winner. This was reported by "Pervyi Kryvorizhsky", as conveyed by "Vidomo."

The anticipated cost of the service, according to the tender on the state procurement site Prozorro, is 41 million hryvnias.

For this amount, the contractor is expected to carry out the following tasks:

1. Care for mass graves and individual graves of ATO/OOS heroes.

2. Cleaning the territory:

• collection of garbage, leaves, grass, and weeds;
• clearing flower beds of dry plants and wilted flowers;
• snow shoveling and spreading it on lawns or other free areas.

3. Care for trees and shrubs:

• removal of overgrown trees and bushes;
• pruning of old and hazardous trees, cutting up fallen ones.

4. Care for lawns and grass:

• mowing grass and raking the cuttings;
• collecting trash from the lawns.

5. Cemetery cleaning:

• sweeping paths manually and with machines;
• snow removal (by hand or mechanized methods);
• applying anti-icing materials on paths.

6. Transportation and loading:

• removal of garbage (by hand or mechanized methods);
• transporting workers and equipment.

Additional tasks:

• cleaning and disinfecting public restrooms;
• removing garbage from containers at the "Central," "Western," and "Novo-Kramatorsk" cemeteries.

The only participant in the auction was the limited liability company "Chisto Group Service," which submitted a bid of 40 million 747 thousand 206.45 hryvnias.

What is known about the contractor

According to the analytical platform YouControl, the firm "Chisto Group Service" was registered on November 4, 2024, in the village of Stepne, part of the Sofiivska community in Kryvyi Rih district. The owner of the firm is Oleksandr Levchenko, who owns several enterprises that win state tenders worth millions of hryvnias: "Park Avenue KR" and "Paritet Stroy KR." We have previously reported on them, including the firm that won the tender for maintaining Kryvyi Rih cemeteries in 2024 – "Time Crystal."

Additionally, Levchenko's firm "Trans-Bud-Service" won a tender worth nearly 25 million hryvnias for servicing public restrooms in 2024 and came under the scrutiny of the "Transparency and Accountability" working group, whose members deemed this procurement excessively costly, as there were significantly cheaper proposals. The procurement was reviewed, and its cost was reduced by 70 kopecks.

In 2023 and 2024, firms owned by Oleksandr Levchenko – "Time Crystal," "Park Avenue KR," "Paritet Stroy KR," "Trans Stroy Service KR," and "Royal Trans Group" – won tenders from Kryvyi Rih customers totaling over 105.6 million hryvnias.

The cost of cemetery maintenance in previous years

The firm "Time Crystal" received 2 state orders for maintaining the city's cemeteries in 2024, amounting to a total of 40 million 354 thousand 364 hryvnias.

In 2023, Lider-Bud KR received 34 million 987 thousand 231.90 hryvnias for this service.

In 2022, the firm "CleaningProfService" maintained the cemeteries of Kryvyi Rih. It won 2 tenders totaling 21 million 984 thousand 854.44 hryvnias.
