The Kremlin does not hide its disagreement with these proposals, as Russia opposes the presence of foreign troops in Ukraine and aims to limit the activities of the Ukrainian Armed Forces.

Tatyana Stanovaya, a senior researcher at the Carnegie Russia Eurasia Center, believes that the prospect of reaching a major agreement between the US and Russia appears unlikely.

"Putin's key goal remains a 'friendly Ukraine,' where the focus is not on territorial demarcations or the security of the conflict line, but on guarantees that Ukraine will generally turn away from its Western development path," notes the expert.
