The idea is to integrate the Ukrainian-controlled territories into the alliance while leaving the Russian-occupied areas outside of NATO.
As reported by Politico, this concept is supported by some Northern European countries and is seen as an effective way to ensure Ukraine's security amid the ongoing war with Russia, which remained under Soviet control.
In October, Ukrainian President Volodymyr Zelensky presented his victory plan, which included, among other things, joining NATO and creating conditions to deter Russia in the future. However, despite the backing of many Western allies, the alliance has yet to extend an official invitation to Ukraine.
Zelensky, for his part, does not rule out the possibility of partial integration: "If we want to end the active phase of the war, we need to ensure the protection of the territory of Ukraine under our control under the NATO umbrella."
Meanwhile, the Kremlin's stance remains firm, opposing any eastward expansion of NATO. Russian President Dmitry Peskov described Ukraine's accession to the alliance as "an unacceptable threat to the existence of Russia."
Earlier, Volodymyr Zelensky emphasized that real security guarantees are important not only for Ukraine but also for Western investors.
