Ukraine is set to introduce a new type of industrial parks.

The Cabinet of Ministers will submit a bill to the Verkhovna Rada introducing the concept of "eco-industrial park." These facilities will also be granted tax incentives.

The Cabinet of Ministers will submit a draft law to the Verkhovna Rada introducing the concept of "eco-industrial park." These facilities will also receive tax incentives.

This was announced by Prime Minister Denys Shmyhal, as reported by RBK-Ukraine referencing his statement during a government meeting.

"This will be an innovative format for industrial sites where businesses will utilize alternative energy sources, manage waste responsibly, and optimize the use of water resources," he said.

According to him, "the state will provide support in the form of tax incentives" and funding for the construction of engineering and transport infrastructure.

Shmyhal informed that the government will also make a decision today to establish another industrial park located in the Kyiv region. This site will create 1,500 new jobs and attract over 1 billion hryvnias in investments.

"After this decision, there will be 100 industrial parks operating in Ukraine," the Prime Minister added.

Shmyhal mentioned that in 2024, Ukraine has effectively returned to pre-war trade levels. Ukraine exported nearly 130 million tons of goods worth over 41 billion dollars. Such volumes have become possible due to the Ukrainian maritime corridor and the operation of ports, which handled over 97 million tons of cargo in 2024.

"Our goal in this direction is to reduce the export of raw materials and increase the export of processed goods," the Prime Minister stated.

It is worth noting that industrial parks in Ukraine receive a range of benefits and incentives aimed at fostering their development and attracting investments. As of 2025, these incentives are regulated by relevant laws, particularly the Law of Ukraine "On Industrial Parks" and associated regulatory acts.

As reported by RBK-Ukraine, the tax increase law came into effect on December 1. The main provision was the increase of the military tax rate on all citizens' incomes from 1.5% to 5%. Additionally, the law requires individual entrepreneurs to pay the military tax starting January 1.
