A draft law on the taxation of parcels from abroad, regardless of their value, has been registered in the Verkhovna Rada.

The project is authored by Daniil Getmantsev, the head of the Rada's finance committee (the "Servant of the People" faction). Among the co-authors are his colleagues from the ruling party - Maryana Bezuhla, Maksym Buhzhanskyi, and others.
The text of the draft law "On Amendments to the Customs Code of Ukraine regarding the alignment of customs payment procedures with the requirements of EU Council Directive No. 2006/112/EC of November 28, 2006, on a common system of value-added tax and to the Law of Ukraine 'On Postal Communication' regarding certain aspects of international postal exchange" is currently unavailable.
However, earlier Getmantsev detailed the essence of the project.
Currently, a customs fee of 10% and VAT of 20% are applied to parcels valued over 150 euros (on the portion that exceeds this amount).
Getmantsev proposes to introduce VAT on goods from foreign online stores of any value. A customs duty will also be applied to prices exceeding 150 euros.
Additionally, they plan to implement VAT on regular parcels sent from one individual to another that exceed 45 euros. For instance, if a relative or acquaintance abroad sends you a parcel worth more than 45 euros, you will need to pay an additional 20% VAT.
Moreover, the draft laws propose to simplify VAT administration and expedite parcel clearance at customs. This will allow for VAT payment directly by the goods supplier or marketplace.
Previously, Finance Minister Serhiy Marchenko stated that over the past year, 51.5 million international postal shipments were imported without customs duties.
According to the minister, the problem lies in the fact that no one actually knows how many goods are inside each of the 51.5 million parcels.
He mentioned that virtually all online trading and e-commerce in Ukraine operate in the "shadows." "Conditionally speaking, within the limit of 150 euros for duty-free goods, we are bringing in everything," the minister said.
