A new scandal has erupted in Dnipro related to road repairs. The city's Department of Urban Development and Infrastructure conducted a tender for the elimination of emergency road surface damage. The LLC "Construction and Production Company 'Elitproekt'" was the only entity to submit a bid. This is particularly notable given the company's rather controversial history. This information is reported by "Vidomo" citing "Dnepr Info".

The contract involves filling potholes over a total area of 100 square meters throughout 2025, which means completing 50 separate orders. The tender information was published on the Prozorro platform, where, to the surprise of many, "Elitproekt" was the sole participant in the bidding. This situation has sparked a wave of criticism.

It’s worth taking a closer look at the winning company. LLC "Construction and Production Company 'Elitproekt'", founded in 2019, is managed by two directors: Volodymyr Viktorovych Vrublevskyi and Olha Yurivna Davydenko. According to YouControl data, the company has a close relationship with the Department of Urban Development and Infrastructure of Dnipro, participating in or winning tenders for road repairs since 2019.

Moreover, there have been recorded instances of at least 45 procurements in which "Elitproekt" participated, with some of these tenders later being canceled.

The financial success of "Elitproekt" is impressive. In just 2024, the company won 4 tenders totaling nearly 309 million hryvnias. This indicates a significant volume of work, but also highlights the concentration of state contracts in the hands of a single company.

The company's operational geography is limited to Dnipro and Kryvyi Rih.

The most concerning aspect is "Elitproekt's" scandalous past. Information from open sources indicates the company's involvement in several criminal proceedings.

The mere existence of these proceedings raises doubts about the firm's reputation and its ability to perform work both qualitatively and lawfully.
