In Dnipro, plans are underway to construct a new complex where the historic building's facade was destroyed (PHOTOS).

At the city council meeting in Dnipro, a project for the construction of a new multifunctional complex was presented, which previously caused quite a scandal, as reported by "Vідомо" citing Gorod.dp.ua.

The project concerns the urban planning estimate for a multifunctional complex featuring an apartment hotel, retail spaces, and parking at Uspenska Square, 11-d, 11-k. It is worth noting that seven years ago, a project for a 23-story high-rise building was already presented at the Dnipro city council for this small plot of just 0.16 hectares. Previously, there was a 2-story old house on the site, which held historical significance. At that time, restrictions were developed for the project, particularly regarding its height and the necessity to preserve the historical building.

Despite the stipulation, the client proceeded with the project, and the walls of the old house mysteriously disappeared. In their place, a pit with piles appeared. Regulatory authorities halted the construction, and the client and architect were fined.

Now, a new project has been presented, which aims to convince council members of its feasibility and compliance with all regulations.

"It has been developed considering the height restrictions," the architect explained. "The dimensions of the building remain the same, but the height has now been reduced to 43 meters for the 12-story structure. We are trying to organically connect our building with the existing 2-story house that will face Uspenska Square. The ground floor will feature parking for 25 cars. Above that will be retail establishments and a café. The second floor is planned to have an open parking area for another 25 vehicles. The third floor will house office spaces, while floors 4 to 12 are intended for 126 apartment hotel rooms."

However, council members criticized the project again, noting the lack of shelter. Experts were also displeased with the non-compliance with fire safety requirements due to the absence of a circular passage and the narrowing of the fire lane. The placement of open parking beneath the apartments is strictly prohibited, as is the protrusion of cantilever elements beyond the land plot, which is even more strictly regulated.

Thus, the project will need significant revisions taking into account all the voiced comments. Furthermore, it will have to obtain permission for the works from the Ministry of Culture again.
