Ukraine insists on fundamental conditions in negotiations with the U.S. special representative, Kit Kellogg. Mykhailo Podolyak emphasized that the primary requirement is security guarantees.
This was stated by Mykhailo Podolyak, advisor to the head of the Office of the President of Ukraine, in a comment to the YouTube channel RBC-Ukraine.
Ukrainian diplomacy is preparing for important talks with U.S. special representative Kit Kellogg, and during these meetings, Kyiv intends to clearly outline its "red" lines that must not be crossed in the peace negotiations.
Mykhailo Podolyak stressed that Ukraine must remain steadfast and calm at all stages of the negotiations. The main task is to insist on fundamental principles that cannot be ignored.
Ukrainian President Volodymyr Zelensky emphasizes at every meeting that security for the country is an unconditional priority.
"In particular, no recognition of occupied territories, no ultimatums from Russia. Security guarantees," Podolyak highlighted.
According to him, one of the most critical points is security guarantees, particularly the possibility of establishing military bases and strengthening the air defense system. Podolyak notes that the country does not plan to reduce its armed forces; rather, it intends to increase investments, improve training, and enhance the production of modern weapons.
Ukraine finds Russia's demands for reducing the army or implementing control over production capacity unacceptable. Podolyak also draws attention to Russia's position regarding the refusal to engage with international military alliances, peacekeeping contingents, and joint training with other countries. Ukraine categorically rejects such compromises.
Podolyak noted that Ukraine continues to work on the idea of a pan-European security alliance, especially if the U.S. continues to emphasize that Europe must defend itself. It is important for Ukraine not to dismiss the possibility of joining any alliances, including NATO, if the situation necessitates it for national security.
Another crucial point that Ukraine will insist on in negotiations is explaining why encouraging Russia's impunity is dangerous for global civilization as a whole. If the country is not stopped at the initial stage, its aggression will only escalate.
"This will also need to be explained to Mr. Kellogg, as any other formats of engagement with Russia will only lead to increased risks for modern civilization," he noted.

He noted that final and effective negotiations between the warring countries are impossible without the participation of all parties to the conflict.
