The Cabinet of Ministers has established coefficients for pension amounts exceeding 10 minimum pensions (23,610 hryvnias) for Ukrainians receiving pensions under special laws for the year 2025.
This was reported by RBK-Ukraine citing the resolution dated January 3, 2025, No. 1.
The government has determined that pensions exceeding 10 living wages for individuals who have lost their ability to work (or the minimum pension, 2,361 hryvnias) will be paid using coefficients applied to the respective amounts of excess:
The resolution applies to individuals whose pensions are established in accordance with the Customs Code of Ukraine, the laws on "Public Service," "Prosecutor's Office," "Status of People's Deputies of Ukraine," "National Bank of Ukraine," "Cabinet of Ministers of Ukraine," "Diplomatic Service," "Service in Local Government Bodies," "Judicial Expertise," "Status and Social Protection of Citizens Affected by the Chernobyl Disaster," "State Support for Mass Media and Social Protection of Journalists," "Scientific and Scientific-Technical Activities," "Pension Provision for Individuals Dismissed from Military Service and Certain Other Individuals," and "Regulations on the Assistant-Consultant to the People's Deputy of Ukraine" (taking into account allowances, increases, additional pensions, targeted cash assistance, pensions for special merits to Ukraine, indexing, and other pension supplements established by legislation).
At the same time, this limitation does not apply to individuals who participated directly in the anti-terrorist operation in the Donetsk and Luhansk regions and in repelling military aggression by the Russian Federation against Ukraine.
The relevant provision regarding the establishment of coefficients for pensioners is contained in Article 46 of the law on the state budget for 2025, which mandates the government to set their amount.
In Ukraine, the maximum pension amount is limited by law to 10 times the minimum pension. However, there is a Constitutional Court decision that has lifted this restriction for certain categories of citizens. Thus, people are turning to the courts, which are making decisions on pension recalculations. Currently, there are 670,000 such court decisions.
As Deputy Minister of Social Policy Daria Marchak stated, "approximately 96 billion hryvnias have already been paid over the last five years to fulfill court decisions for increased pension amounts, with an additional 74 billion hryvnias owed by the Pension Fund."
According to the Ministry of Social Policy, as of November 2024, the number of people receiving pensions exceeding 23,610 hryvnias is 24,600. Monthly, 9.9 billion hryvnias are spent on their payments, while the total expenditure on pensions is slightly over 60 billion hryvnias. Expected spending for 2024 on exceptionally high pensions is 119.3 billion hryvnias.
Pensions under special laws are usually higher than standard pensions provided under the law on "Mandatory State Pension Insurance." They constitute at least 60-70% of the salary.
As a reminder, the average pension in Ukraine as of October 1, 2024, was 5,852 hryvnias.
