According to a document dated January 14, Trump's agenda for a second term will lead to a reevaluation of the constitutional order. It involves the maximum concentration of power in the hands of the president at the expense of Congress and federal states.

The ambassador indicated that the new Trump administration would strip law enforcement agencies and the media of their independence and grant large tech companies "co-governance powers."

"Fundamental democratic principles, the system of checks and balances will be significantly undermined, legislative power, law enforcement, and the media will lose their independence and be used as political tools, while large tech companies will gain co-governance powers," the description states.

The document mentions the judicial system, particularly the U.S. Supreme Court, as a central force in Trump's attempts to implement his program. It also states that despite a recent court ruling expanding presidential powers, "even the fiercest critics believe that this will prevent the worst."

Michaelis believes that control over the Department of Justice and the FBI is key for Trump to achieve his political and personal goals, including mass deportations, retribution against perceived enemies, and legal impunity.

He claims that the elected U.S. president has broad legal avenues to impose his agenda on the states, noting that even "military deployment internally for law enforcement actions would be possible in the event of a declared 'insurrection' and 'invasion'."

The ambassador also writes that Trump and billionaire Elon Musk are already taking measures against critics and media companies that do not cooperate.

"One uses lawsuits, threatening criminal prosecution and license revocation, while the other manipulates algorithms and blocks accounts," the document states.

Reuters added that the outgoing government of Chancellor Olaf Scholz has largely refrained from direct public criticism of Trump after the elections, but the ambassador's confidential assessment represents a candid viewpoint from a senior German official.

It is worth noting that a number of Western media outlets reported that U.S. Immigration and Customs Enforcement officials are planning a large-scale operation to curb the activities of immigrants in the country. Currently, this concerns those who have committed serious or violent crimes. The operation for arrests is set to begin after Trump's inauguration, presumably from Tuesday to the following Monday. Concentration is expected in Chicago.
