Shulyak stated that preparations for elections following the war will take at least six months.

This was shared by the head of the "Servant of the People" party, Elena Shulyak, in an interview with RBC-Ukraine.

According to Shulyak, a meeting of all parliamentary factions and groups took place in December 2023 in the format of the "Jean Monnet Dialogue," during which a relevant document was signed. This document states that elections can be held six months after the end of martial law.

"This means that a minimum period of six months is necessary for everyone to prepare for the elections, both technically and in terms of adopting the necessary legislation," - she explained.

The Issue of Destroyed Polling Stations

The head of the "Servant of the People" party also noted that the Central Election Commission plays a significant role in preparing for the electoral process, as it is responsible for the voter registry, which was closed on February 24, 2022, as well as for accounting polling stations.

"Thousands of such polling stations have unfortunately been destroyed, mainly because they were located in kindergartens or schools that were obliterated by the aggressors. Therefore, it is essential to understand where the new polling stations will be and on what basis they will be established," - said Shulyak.

Presidential Elections in Ukraine

As previously explained by the head of the Ukrainian parliament, Ruslan Stefanchuk, the Constitution of Ukraine does not contain a direct prohibition on holding elections during wartime. At the same time, there is a ban stipulated by the law "On the Legal Regime of Martial Law." This rule also applies to parliamentary elections.

According to political scientist Vladimir Fesenko, elections in Ukraine will take place no earlier than six months after the war ends.
