Toll roads in Dnipropetrovsk region: a budget of 7 billion is required for the payment and monitoring system.

The implementation of a toll payment system for roads in Ukraine is expected to cost approximately 7 billion UAH.

Deputy Minister of Finance of Ukraine Oleksandr Kava announced that the implementation of a toll payment system for freight transport on Ukrainian roads, known as "tolling," which requires the development of a specialized payment and control system, will cost around 7 billion UAH. This was reported by "Vidomo" citing Interfax-Ukraine.

"The topic of paid roads in Ukraine has been discussed for over 20 years and consistently generates significant public resonance, much like the resumption of civil air travel. When it comes to toll roads, it is essential to distinguish between two components. First: paid concession roads. These are roads built at the investor's expense, who then charges a fee for their use over a specified period to recover the construction investments. The second case, which has been implemented in most European countries, is the charge for freight transport on public roads, known as 'tolling.' This necessitates the development of a specialized payment and control system, which is not inexpensive," he noted.

According to Kava, prior to the war, calculations were made regarding the cost of such a system for major state roads, amounting to about 7 billion UAH. The fee is tied to the mileage traveled by the truck.

"In other words, it is necessary to create a system that will determine when a vehicle enters the road, 'track' its entire journey, and then calculate the price based on how far the vehicle has traveled and, accordingly, how much it should pay for the passage," the official added.

The Deputy Minister of Finance of Ukraine further stated that various technological solutions exist to achieve this goal. The simplest of these is vignettes (a special document or sticker confirming payment for using certain roads). They are primarily used in smaller countries, which can be traversed on a full tank without refueling. Vignettes are used, in particular, in the Czech Republic, Hungary, Slovakia, and Romania.

"In Ukraine, considering its size, as in Poland, it makes no sense to introduce vignettes. An alternative method for developing the toll collection system is to use GPS devices or magnetic frames with RFID tags. However, financing the development of such a system with a high level of security and cyber protection is currently beyond the state's capability," Kava concluded.

Earlier, it became known where paid roads may appear in Dnipropetrovsk region.

It was also reported that the number of TruCAM devices on the roads of Dnipropetrovsk region has increased.
