On December 20, the Cabinet of Ministers of Ukraine adopted a resolution titled "Certain Issues of Defense Procurement During the Legal Regime of Martial Law." This resolution effectively introduces a new term: "Victory Weapon."
This was reported by RBK-Ukraine, citing the press service of the Ministry of Strategic Industries (Minstrategprom).
According to the press service, "Victory Weapon" refers to a list of priority types of armaments, military and special equipment, missiles and munitions, unmanned systems, electronic warfare systems, and domestically produced robotic complexes.
State customers of armaments and military equipment will need to consider this list when planning state procurement of armaments and military equipment (AME).
The "Victory Weapon" resolution also establishes the procedure for forming the list of priority types of AME. This list is to be created by the Ministry of Defense based on the needs identified by the General Staff and state customers, taking into account the capabilities of the Ukrainian defense industry as presented by the Ministry of Strategic Industries.
The "Victory Weapon" list will be approved by the Cabinet upon the proposal of the Ministry of Defense.
"The approval of the 'Victory Weapon' list should serve as a foundation for manufacturers to obtain long-term contracts—ranging from 3 to 10 years—which will act as a booster for the development of the Ukrainian defense industry," stated the Minister of Strategic Industries of Ukraine, Herman Smetanin.
It should be noted that, according to the Ministry of Finance, more than 2.2 trillion hryvnias are allocated for the support of the Defense Forces in the coming year. Of this amount, 740 billion hryvnias will be directed toward the purchase of weapons, which fully covers the annual requirement, and nearly 50 billion hryvnias will be allocated for the production and acquisition of UAVs.
