Filatov explained why public transport in Dnipro isn't free like in Kharkiv.

The mayor of Dnipro stated that there are no private transport operators in Kharkiv.
Филатов рассказал, почему в Днепре нет бесплатного проезда в общественном транспорте, как это реализовано в Харькове.

The Mayor of Dnipro, Boris Filatov, stated that the city cannot afford free public transportation like in Kharkiv. Filatov made this announcement during a report on the results of 2024, as reported by "Vidomo".

"Free transportation does not exist. In Kharkiv, the expenses for public transport, which exceed 2.5 billion hryvnias, are covered by the city budget. This means that these funds are essentially paid by taxpayers. The city budget is your money. So, this is simply a transfer of expenses from one pocket to another," Filatov said.

To compensate for free rides, 5 billion UAH is needed in the city budget.

Additionally, he noted that there are differences in the operation of public transport between Dnipro and Kharkiv.

"In Kharkiv, the entire transport system is municipal, with no private carriers. In Dnipro, however, private carriers provide all of the city's public transportation. Only electric transport remains municipal. Furthermore, the total number of vehicles in Kharkiv is currently half that of Dnipro," Filatov stated.
