Military administrations in the capital and other non-frontline cities serve as a political tool, according to Lomako.

The existence of military administrations in cities that are neither frontline nor border areas is not related to security issues. It is a political tool, and they need to be eliminated.

This was stated by the acting mayor of Chernihiv in 2023-2024, the leader of the "UDAR of Vitali Klitschko" party in the Chernihiv region, Alexander Lomako, as reported by RBK-Ukraine referring to the website of "UDAR".

"I hope there is no intelligence data or any other information indicating that Kyiv is currently facing a threat similar to that of February or March 2022. The local authorities are calmly handling all matters related to the city’s defense and civil protection. It must be acknowledged that military administrations in cities that are neither border nor frontline are a political instrument. This has nothing to do with security and defense, and they should be taken down," Alexander Lomako stated.

He noted that attempts by military administrations to assume the powers of local self-government pose a threat to democracy.

"Currently, the military administration in Kyiv is trying to take on functions that are unrelated to security and defense. The residents of Kyiv elected Mayor Klitschko. They do not know who the head of the military administration, Tkachenko, is. Similarly, the people of Chernihiv elected Mayor Atroshenko; they are not familiar with the head of the military administration, Brizhinsky, and do not wish to know. However, this decision is being imposed from above. They are attempting to strip local authorities—deputies, the mayor—of their functions and powers and transfer them to one official who is solely controlled by Bankova," Lomako emphasized.

He stressed that during wartime, the focus should not be on fighting each other or local self-government, but rather on the enemy.

"I want to address the residents of Kyiv and all Ukrainians now. If we cannot preserve democracy and local self-government during wartime, it will be much more costly," Alexander Lomako is confident.

Earlier, Kyiv Mayor Vitali Klitschko appealed to the President of Ukraine with a statement that there is an attempt in Kyiv to destroy local self-government and usurp power. According to him, the head of the KGVA is blocking decisions on key economic issues of the city.
