Umerov outlined four key priorities for the military strategy for 2025.

During the 25th meeting of the "Ramstein" format on January 9, Ukraine presented its military strategy for 2025, which is based on four key priorities.

This was announced by Defense Minister Rustem Umerov, as reported by RBK-Ukraine citing his post on Facebook.

Umerov identified the following priorities:

  • stabilization of the front line
  • strengthening Ukraine's defense capabilities
  • enhancing protection of airspace and sea routes
  • asymmetric response to attempts by the aggressor to gain an advantage through scale.

The Defense Minister stated that this was one of the most significant meetings in the "Ramstein" format, marking another step in bolstering Ukraine's defense capabilities.

During the meeting, roadmaps for the development of Ukrainian Defense Forces up to 2027 were approved, created within the framework of 8 Coalition capabilities:

  • aviation
  • air defense
  • naval capabilities
  • artillery
  • armored vehicles
  • IT
  • drones
  • demining

"We have moved to a new level of cooperation: in addition to addressing the urgent needs of the war, we will also work on building long-term capabilities for our army," the Defense Minister wrote.

Assistance from Partners

Umerov reported that new aid packages were announced during the meeting.

  • USA: a new aid package worth $500 million, which will include missiles for air defense, air-to-air missiles, and equipment for F-16 aircraft.
  • Canada: assistance of 440 million Canadian dollars ($305 million), including 100 million for the procurement of Ukrainian weapons under the Danish model.
  • United Kingdom: together with NATO allies, it will provide Ukraine with 30,000 new drones worth £45 million ($55 million). The project involves Denmark, the Netherlands, Latvia, and Sweden.
  • Norway: 700 million Norwegian kroner ($60 million) for the purchase of drones within a multinational initiative.
  • Germany: will transfer 6 IRIS-T air defense systems in 2025 and will soon provide 50 interceptor missiles for these systems.
  • Iceland: will finance the production of Ukrainian weapons under the "Danish model" for €2 million.

The "Ramstein" format is an international coordination platform for discussing and coordinating military assistance to Ukraine in the context of Russian aggression. Its official name is the Ukraine Defense Contact Group.

This format was established in April 2022 at the initiative of the United States. The first meeting took place at Ramstein Air Base in Germany, which is how the format got its name. Since then, participating countries have regularly held meetings to coordinate efforts in providing weapons, ammunition, equipment, humanitarian aid, and to discuss strategic aspects of military support for Ukraine.

Over the three years of full-scale war, "Ramstein" participants have declared over $145 billion in security assistance to Ukraine.
