The U.S. has proposed its own UN resolution in commemoration of the anniversary of Russia's invasion.

The United States has put forward its own draft resolution at the United Nations to mark the third anniversary of Russia's invasion of Ukraine. The document calls for an end to the "conflict" and the establishment of lasting peace between Ukraine and Russia.

The brief US draft resolution was put forward on Friday, February 21. According to the agency, it consists of three paragraphs that mourn the loss of life during the "Russian-Ukrainian conflict" and reaffirm that "the primary goal of the United Nations is to maintain international peace and security and to peacefully resolve disputes."

The draft resolution also "calls for the swift conclusion of the conflict" and further urges "lasting peace between Ukraine and the Russian Federation."

Russia has proposed its own amendment to the document, which, according to Reuters, states: "calls for a rapid end to the conflict, particularly by addressing its root causes, and further calls for lasting peace between Ukraine and Russia."

Russia's Ambassador to the UN, Vasily Nebenzya, described the US draft resolution as "a good step." The Russian diplomat, speaking on condition of anonymity, stated that if the Russian amendment is accepted by the General Assembly, Moscow will vote in favor of the US resolution.

Nebenzya mentioned that US representatives informed him before the draft was distributed among the 193 members of the General Assembly.

EU ambassadors at the UN plan to meet later on Friday (New York time) to discuss the US initiative.

Resolution of Ukraine and the EU

It is worth noting that the US resolution contrasts with the efforts of Kyiv and European allies, who have put forward their own text of the resolution, with voting scheduled for Monday, February 24, during the General Assembly session.

On Monday, February 17, a text of the resolution developed by Ukraine and the European Union was introduced to the General Assembly. It calls for de-escalation, a speedy cessation of hostilities, and a peaceful resolution in accordance with the foundational UN Charter and international law.

The Ukraine and EU text "confirms the urgent necessity to end the war this year, as well as to double diplomatic efforts to reduce the risks of further escalation and achieve a comprehensive, just, and lasting peace in Ukraine."

The Ukrainian and European text emphasizes the need to implement previous UN resolutions that demanded Russia withdraw its troops from internationally recognized Ukrainian territory and insisted that Moscow cease hostilities.

Ukraine and the EU have been negotiating with UN member states over the past month. General Assembly resolutions are not legally binding but carry political weight, reflecting a global perspective on the war. No country has veto power in the Assembly.

In the first year of the war, the General Assembly adopted six resolutions regarding the conflict, condemning Moscow and demanding the withdrawal of all its troops from Ukraine.

The resolution that received the most support was in October 2022, condemning Russia's "attempted illegal annexation" of four regions of the country. At that time, the document was supported by 143 states.

Antagonistic Position of the US

Additionally, it should be noted that the United States initially refused to co-author a resolution for the third anniversary of Russia's invasion of Ukraine.

Subsequently, American representatives stated that they had not yet decided whether to support the resolution proposed by Ukraine and the EU.

The behavior of the US delegation at the UN is linked to former President Donald Trump's attempt to quickly end the war without the involvement of President Zelensky and representatives of EU countries in peace negotiations.
